President and Chief Executive Officer


Tom Check is President and CEO of Healthix, a Health Information Exchange (HIE) in the State Health Information Network – New York (SHIN-NY), regulated by the New York State Department of Health. Healthix maintains health records of over 17 million patients continuously updated by their healthcare providers and health plans in New York City and Long Island. Over 3 million of those patients have provided consent for their healthcare providers or care managers to access their data, and over 10,000 doctors and nurses are registered to view patient data in Healthix with patient consent. Over 600 healthcare organizations, ranging from very large health systems to solo physician practices, participate in Healthix. Healthix is also certified on the national eHealthExchange, and is a member of the Strategic HIE Collaborative (SHIEC), an industry group of over 48 state and regional HIEs across the United States. Healthix is proud to have recently completed its first SOC2 audit, an industry-standard measure of IT security.

Before joining Healthix in 2012, Mr. Check was SVP and CIO at the Visiting Nurse Service of New York from 2004 to 2012, and a senior IT officer at NYU Medical Center and Mount Sinai Medical Center from 1985 to 2004. Mr. Check holds an MA from New School University and a BA from Boston College.

Mr. Check is a frequent guest speaker and lecturer, focusing on the role of health information exchange (HIE) in value-based care, interoperability standards and HIE privacy policy. He has spoken at multiple regional and national conferences, including the NYeC Digital Health Conference, New York City & State: State of NY Health, Greater New York Hospital Association, Association of Information Technology Professionals, LeadingAge NY, New York and National HIMSS, and at the Office of the National Coordinator Annual Conference.

Joan Carney Clark

Senior Vice President, Solutions and Member Engagement


Joan brings substantial and relevant healthcare experience to this role. For nearly eight years she has worked at The Brooklyn Hospital Center as Senior Vice President, Planning, Physician Relations, External Affairs, Grants, Marketing & Communications. Prior to this role, she was Corporate Vice President for Planning at Saint Vincent’s Catholic Medical Centers. Joan also served as Assistant Vice President at Maimonides Medical Center, as well as worked at Beth Israel Medical Center and Continuum Health Partners as Director, Clinical Practice & Program Development for seven years. Joan started her healthcare career at Empire Blue Cross Blue Shield, assuming progressively greater responsibilities over a ten year period, ending with the position of Director, Managed Care/ Member Education Programs.

Joan will lead the many facets of Healthix’s support to our Participants, with responsibility for:
– Business Development (recruiting new Participants to Healthix)
– Compliance (training and auditing Participants and staff on compliance with security and privacy)
– Member Services (supporting Participants and maximizing the benefits they receive from Healthix)
– External Affairs and Corporate Communications (developing communications and training materials for outreach to all stakeholders)

In addition, Joan will apply her extensive experience in strategic planning to develop and execute the strategic and operational plans that Healthix plans to achieve in the future.

John S. Guastella

Chief Financial Officer and Senior Vice President


John S. Guastella, CPA is Senior Vice President of Finance and Administration and Chief Financial Officer for Healthix. He is responsible for all finance, accounting, budgeting, financial and tax reporting, insurance, human resources and administration activities. He is a member of our Finance Committee and is the main liaison with the company’s independent auditors and tax advisors. John has significant business and financial experience with entities that are poised for fast-paced growth in the technology space.Prior to joining Healthix, John was the Senior VP of Finance, Treasurer, and Secretary for FatWire Corporation for 12 years. FatWire was a developer of enterprise software that was acquired by Oracle in 2011. John joined FatWire as its Controller and helped the company grow from a small start-up with just a few million in revenue to a worldwide entity, with operations in 12 foreign countries and revenues of approximately $40 million. He played an integral role in building the firm’s world-class financial function from scratch, and also played a significant role in the successful sale to Oracle.

Prior to joining FatWire, John held positions of increasing responsibility at several other entities. He was the Controller at New York-based Andin International, a manufacturer and distributor of fine jewelry products. Prior to Andin, John was the Director of Internal Audit at Henry Schein, Inc., an international distributor of dental, medical, and other healthcare supplies. John began his career at BDO, the international accounting and consulting firm, where he progressed to the level of Senior Audit Manager. He is a Certified Public Accountant in New York State.

Todd Rogow

Todd Rogow joined Healthix in 2015 as the Senior Vice President and Chief Information Officer, where he is responsible for providing the vision, strategy and day-to-day operational leadership for all technical aspects of the company. Todd brings a wealth of knowledge and industry experience and has worked in the health information exchange space for over ten years.

Todd joined Healthix during a period of rapid growth and innovative change. He has fulfilled a critical role of building and leading Healthix’s Information Technology function, migrating its technology development and operations in-house through the implementation of next generation application software and completing the technical systems merger of several HIE organizations that now make up Healthix. He has driven a comprehensive security program at Healthix that includes the onboarding of a Chief Information Security Officer and achieving SOC2 security.

Before joining Healthix, Todd served as the Chief Technology Officer at HealthInfoNet, Maine’s State HIE. With 20+ years of experience, primarily in directing technical projects, he has provided business and consulting services to a range of Fortune 100 companies and many government agencies including the Department of Defense. Todd has served as a subject matter expert at conferences and on national and international panels and at conferences on the subject of healthcare technology. He has also authored a number of publications and case studies.

Todd has a Master’s in Public Administration and a BA from the University of Vermont. He is a certified Project Management Professional (PMP) and a 2012 graduate of the Hanley Center’s Health Leadership program. In 2016, he became one of only a few hundred Certified Healthcare CIOs in the nation.

Tom has worked in information technology for over 20 years including software development, business process re-engineering and management in government, financial services, telecommunications, professional publishing, life sciences and health care.He is currently the Vice President of Innovation for Healthix, a leading Regional Health Information Organization (RHIO) providing services in metro New York City to millions of patients and thousands of providers from hospitals, physician practices, home health agencies, nursing homes and managed care organizations. In addition to leading several major interoperability initiatives Tom is works closely with Healthix members to define and design information services to support improvements in care coordination across disparate organizations.

Jason is Vice President for Member Strategy and Engagement, a newly formed department designed to expand upon and enhance the value of Healthix to its Participants, as well as the overall healthcare community. With the recent inception of the Healthix Population Health Committee, Jason engages Healthix Participants, ensuring that their needs and strategic initiatives are met, while delivering value in support of value-based care and shared risk models.

Jason began his career at Healthix in 2009 and has been a key driver of HIE adoption throughout downstate region. He has worked closely with large integrated delivery networks, bringing innovative solutions to the evolving needs of healthcare delivery systems in New York City and Long Island. Responsible for developing the account management as well as business development departments at Healthix, he has overseen key aspects of Participant expansion and success as it relates to interoperability.

Jason holds a Bachelor of Arts degree in Psychology from State University of New York at Binghamton. He has worked in his community of Long Island and Manhattan as a guest lecturer on the state of HIE in New York State as well as the value of HIE in care delivery and value based programs.

As Senior Director of Technology Services at Healthix, Ralph brings over 30 years of information systems and technology management experience in the healthcare, financial services and community banking industries. Early in his career, as a software developer and database engineer, he honed his skills in roles with increasing responsibility at Fortune 500 companies such as IBM, Texaco, Drexel Burnham as well as 18 years at Citibank. Since then, in senior technology management roles, Ralph has implemented successful legacy system migrations, guided clients in embracing EHR meaningful use and led technology departments to successful audit reviews. At Suffolk Federal Credit Union, Ralph’s efforts led to a perfect 5/5 rating from the governing NCUA (National Credit Union Association) technology audit for the first time in the bank’s long history.

Ralph is most proud of his success in building and leading diverse technology teams to work cohesively and effectively to meet corporate goals, with an emphasis on internal process improvement. He believes and knows that the only way to stay ahead and well informed in the ever changing technology world is through continual education, in-depth questioning and actual execution; a strategy well suited to lead all development, production support and system engineering initiatives at Healthix.

Mr. Marra holds an MBA in Information Systems from Iona College, and a BA from Fordham University in Finance and Computer Science. He is currently an Adjunct Professor at Stony Brook University’s College of Business where he teaches undergraduate and graduate business, technology and leadership courses.

Tina Lowry came to Healthix from the Dept. of Emergency Research at Mount Sinai Medical Center, where she was a Senior Data Analyst. She has a Bachelor’s degree in French from North Carolina Central University and a Masters in Health Management Services and Policy from The New School. In addition, she has completed a post-graduate certificate in User Experience Design from Rutgers University and Graphic and Digital Design at Parsons, The New School for Design as well as advanced graduate work and publications in biomedical informatics. Ms. Lowry is an adjunct instructor at NYU (2016 – Present).
