IMPORTANT: Healthix Policy Changes

On October 7, the Healthix Board of Directors approved revisions to Healthix Policy to bring further value to you and your patients, and to align with the latest NYS DOH regulations and SHIN-NY Policy.

The latest Healthix Policy revisions:
  • Provide for "One-to-One Exchange" of patient information. See description below (Policy: 1.2.1)
     
  • Mandate multi-factor security authentication to access patient data from the Healthix portal (Policy: 3.2)
     
  • Enumerate additional Public Health use cases for Healthix and SHIN-NY data (Policy 1.2.2.a)
     
  • Reduce lag time for reporting lab results from Healthix to patient portals, from 72 hours to 36 hours (Policy 12.4.1)
     
  • Allow Participants to give patients the ability to opt-out of having their data uploaded to Healthix (Policy 5.10)

A One-to-One Exchange:
  • Is the exchange of patient information through Healthix, between a pair of Participants, both of whom provide Treatment, Care Management or Quality Improvement services to the patient, but without requiring the patient to sign a Healthix consent form.
     
  • Should be especially useful for a Healthix Participant (such as a PPS Lead) as it provides Care Management or Quality Improvement, but cannot easily collect patient consent because it does not have face-to-face contact with the patient.
     
  • Cannot be used to transmit data from facilities covered by 42 CFR Part 2 (SAMHSA).
Participants authorizing One-to-One Exchange will need to review their standard notices of patient privacy to make sure they are consistent with this exchange.
